A BILL FOR AN ACT TO PROVIDE FOR THE PROTECTION OF PERSONS WHO RENDER REASONABLE ASSISTANCE DURING EMERGENCY SITUATIONS OCCURRING AT PLACES WITHIN FEDERAL JURISDICTION AND TO SERVE AS A MODEL TO BE ADOPTED BY THE STATES OF THE FEDERATION
EXPLANATORY MEMORANDUM
The Bill seeks to provide a legal framework for the protection of any person who renders assistance to others during emergency situations.
In my opinion, i think there is need to support, encourage and protect the few Good Samaritans readily available in Nigeria. If passed, this Bill will go a long way in converting some perpetual bystanders in an emergency situation into Good Samaritans. It is funny to note we often find security personnel acting as bystanders in an emergency situation. Maybe these bystanders by-stand because they think its not yet an emergency.
Well, the good thing is that the provision of the Bill clearly defines "Emergency" as "a serious, unexpected and dangerous situation requiring immediate action".
